Satan never rests, and there is no rest in him, so he cannot give rest or peace. On the other hand, peace and rest is of God and is God - that is why God rested on the seventh day. He wasn't tired from His work, but was expressing another part of who He is.
Seeing as we are made in His image, we are at our best when we follow His example of rest. That is one reason why the Sabbath was made compulsory for the Israelites; both so that they would have that experience of regular rest and also so that the nations around them would see the benefits of regular rest. Observing the Sabbath as intended required faith, as one had to trust that even though you weren't tending your fields and flocks, God would take care of them - in fact, that they would actually be in a better position than if you were to tend them all the time.
But now in the new covenant of grace and truth, Jesus, who He is and what He has accomplished for us becomes our Sabbath rest. Regular rest changes into continual rest, and instead of trying through our own efforts to work ourselves into a good position with God and among others, we rest in the free salvation given to us in the sacrifice of Jesus. We trust Him that He has made us right with Him - and that our position with Him will never change - and that as we continue in Him He heals and makes right our relationships with the people around us. As Jesus rests now, having completed His work of saving us, we now cease from our labours and rest in the work He has completed.
"But when Christ had offered for all time a single sacrifice for sins, he sat down at the right hand of God, waiting from that time until his enemies should be made a footstool for his feet."
